Your complaint should be lodged with Judge Kevin Burke. As Chief Judge for Hennepin County, he's the person who makes the selection. Perhaps the selections haven't been made yet. I can tell you it's not common practice to acknowledge applications or to let people know if they're not selected. Only those selected are notified. May be poor manners, but that's the way it is.
