I've been involved for several years in an event at the Mn State 
Fairgrounds.  Our vendors are required to keep a 6 foot wide aisleway open 
in front of their locations, and we spend some effort in enforcing 
this.  We were told by the State Fair that this was a State Fire Marshall 
requirement for safety purposes.  I would think that this would apply to 
the Mall, also.  Seems a reasonable requirement.

Also, vendors at the State Fair are required to pay 20% of their sales to 
the State Fair, to compensate for the space that they are using.  Which 
brings to mind the sidewalk cafes on the Mall -- do they pay anything to 
the city for the city-owned property that they are using?   Also the many 
newspaper boxes that seem to infest some sidewalk corners downtown -- do 
they pay anything to the city for their use of this public space?
