Excuse me?  I thought that if your property is on a county highway, ALL
assessments are the responsibility of the county.
My mother (McLeod County) won a lawsuit based on just that principle,
voiding her assessment of commercial property on a McLeod County highway
that happened to run through Hutchinson.

Has this changed?

Well, it's not going to get you walk-in customers, that's for sure.  Your
property will be perceived as a barrier to faster commuting, not a
destination to the people passing by the front door twice a day.  And what
are your plans for making them stop and shop?
