MINNEAPOLIS: City moves to revamp budgeting process
City spending in Minneapolis would be determined in a completely different way in 2003 under a proposal set in motion Monday. Instead of the mayor proposing a budget to run the city, then asking the City Council to set taxes to meet it, city officials will set the amount of property tax money the city will have coming in next year and then determine how to spend it.
