To add to Phyllis Kahn's response on Brian Rice, people should know that it was Rice's fancy legal footwork as MPRB counsel that helped keep the Kondirator metal shredder off the river for ten years. N and NE legislators were right there with him, including Kahn. We lost that battle, but it was not because Brian Rice did not do an effective job.
It was the MPRB's first (of two) resolutions opposing the Kondirator that started the legal ball rolling, thanks to former Park Commissioner Patty Hillmeyer and Brian Rice.
