Well maybe.  Maybe not.  I'm no lawyer, so people can look at 469.1831
for themselves.  First, the law makes it discretionary whether there's
an NRP at all.  A city of the first class MAY establish it. Second, the
new board that McKinsey recommends for development decisions would
appear to be able to take over NRP functions without legislative (as
opposed to NRP Policy Board) approval as long as the new board includes
at least the core representation the legislation requires of the NRP
Policy Board: Mayor, City Council, County Board, Park Board, Library
Board, a senator and a House member.
