There is no delicate way to say this, so I'll just be myself.

The City needs to hire competent people who aren't afraid to make decisions.

Minneapolis, over the years, has loaded its payroll (the MCDA for example)
with neighborhood activists and political hacks.  I was taught that civil
service jobs are apolitical.

The City wastes a lot of money by paying consulting fees and outside
contractors for work that should be done within the existing payroll.

As an example, the MCDA has numerous contracts (public relations, attorneys,
etc.) with individuals and firms - heck, they even hired Arthur Andersen
Consulting (now Accenture.)  All of these expenditures are on top of the
agency's $8.2 million payroll.

And let's not forget the consultant who was hired earlier this year to help
the new Council Members and Mayor "get along."

No enterprise can function efficiently if skill and talent have to be
purchased from outside sources.
