The question that got this thread going was this:

  "Has anyone disclosed how much McCafferty is paying 
   himself in "developer's fees?"  And what about the 
   ongoing "property management fees?" " 

Steve's original response, more or less, was, "You can find this stuff
out; it just takes work."  It would seem that MCDA gave you some of the
documents related to your lawsuit but not everything you wanted.  

I know someone else who set out to get information from MCDA.  According
to that person, some documents are considered public information, others
are not, and there are laws that determine the difference.  The public
information can be gotten by anyone, although it is a godawful amount of
work.  The nonpublic stuff requires subpoenas.  My friend didn't run
into a situation where the agency held back information that should be
public.  But that doesn't mean such a situation has never happened.

You seem to be suggesting that you need a taxpayers' lawsuit to generate
subpoenas that will get information like McCaffrey's development and
property management fees.  Have you (or anyone else) tried to get this
information and been refused?  Did they tell you it isn't public
information?  

This has to be a fairly well-worn path for you.  A person who has had
lawsuits with the city probably spends a lot of time talking to lawyers
and probably understands the details of this sort of thing as well as
any layperson.
