Did you know?
In the Minneapolis Public Schools:

Only 49% of students entering 9th grade finish high school. 
      
Only 14% of Indian students finish high school

Most black middle school students are suspended from 
school at least once per year.

*Hold schools accountable. Changes in school policy can 
greatly reduce the ‘test score gap’ between students without 
lowering the bar for high achievers. This was done in the 1970s 
and early 1980s according to NAEP* test score data. Source:

p. 26-31 *National Assessment of Educational Progress.  

On NAEP exams the difference in average reading scores 
between black & white 13 year olds declined by about 50% 
between 1971 & 1988. This test score gap has increased 
by about 75% since 1988. [The New Crisis, September/
October 2001, graph on page 28]

*College Preparatory Curriculum accessible to all students. 
Replace 'Ability-grouping'/curriculum tracking with a college-
bound curriculum for the general student population. Teachers 
can better accommodate a wide range of academic abilities 
through individualized educational planning (active observation, 
assessment, goal-setting, interventions, evaluation), & by spending 
less classroom time on direct instruction and teacher-centered 
tutorial activities. 

*Desegregate inexperienced teachers, who are now assigned to 
high-poverty schools, by creating positions for inexperienced 
classroom teachers that are evenly distributed throughout the district.    

*Mainstream Special Education students. 
Alternative schools/classes should be a last resort. Individual 
Educational Plans are the basis for effective instruction. Every 
student should have an I.E.P.
