Here's another vote for it being a dopey idea. It would be better to spend that money on looking at the cumulative effects of the hundreds of pollution sources in our community (air and water), most in the upper river corridor, that contribute to a real threat to public health, including threats to our drinking water (lead, mercury, cadmium, arsenic). Use the money for some data collection and analysis, incentives for businesses to use best management practices to reduce pollution, public education on the Xcel proposal to convert to gas that would not occur for SEVEN LONG YEARS (and seven more years of of more mercury in our water), funding community groups that are working on clean water initiatives. As to fishing in the Mississippi, be aware that there is a fish advisory from the DNR that warns against eating too many river fish (mainly mercury contamination, which comes chiefly from our lovely coal burning plants). Personally, I would avoid eating any fish from the river, and especially not the carp that feed on the river bottom. Fecal coliform (poop) contamination is also a concern.
