David's assumption is probably correct. The so-called "progressives" of the
St. Paul delegation did the same thing - premised on the the addition of
affordable housing.

It was mostly a ploy. Core cities Democrats caved in under the beatings by
Building Trades Unions and Hotel & Restaurant Workers' lobbyists claiming a
couple of million dollars of job creation should overshadow the hundreds of
millions, probably a billion dollars the public sector would cough up for
Carl Pohlad or his successor(s).

Union hustlers colluded with Twins club owners and supporters to push the
bill through the DFL controlled Senate.
