Darn nasty crash. Obviously not worth 10 seconds on the evening news. No blood, no news.
However, the comments on the web link struck a nerve with me (I may have one or two nerves left):

"I can't get anyone in the City to do something about enforcing the speed limits on our street. The cops say they can't do anything because they're undermanned. But they have cops enough to ticket cyclists for biking on Nicollet Mall."

Obviously downtown is a priority, and that's where the manpower goes.
And the new light rail goes from the airport/MOA to downtown (dome, T-center) Certainly reducing bumper-to-bumper traffic wasn't the priority.
I imagine the next link will go directly to the convention center.

I guess all it takes to reduce speeding in your neighborhood is that radar trailer with the big readout that tells you how fast you're going. As I went by my speed was 27mph. Suddenly it jumped to 41. Had I accidently bumped the warp drive button?  Nope, MTC bus going by. Guess they must have added an express lane to 50th street,
