There is a horrible incident, there is the search for a "model" program, the program is implemented. BUT...but there is rarely an evaluation phase. This is what I think happened with the Mpls police. Barbara Schneider was killed; the big search turned up the Memphis model; a few Mpls. cops were trained in this system; and then Abu J. was killed because the Memphis model didn't work. The model is in place. Their work is done. Does it work? Doesn't work? Hey, the big thing is that we have the program on the books.
