Well, folks, even the usually-stubborn list manager can change his mind. After a polite but pointed offlist discussion with Ed Felien (thanks, Ed), I'm reversing my ruling on the legalization discussion. Our rules state that topics for consideration can include "Minneapolis-related items before the Hennepin County Board."
Given that Ed is running for the Board, and could propose lobbying for legalization - and that drug-dealing's effects are felt most acutely locally in Minneapolis neighborhoods - the discussion complies with the rules. But the issue should be framed thusly: "should the County Board lobby for legalization?" and "what would the effects on Minneapolis be?" If the discussion becomes too abstract and not tied to local policies and effects, I'll jump in again, with both virtual feet.
