I don't understand.  The council voted down an Iraq motion because national 
issues are out of their jurisidiction and thus a waste of the city council's 
time.

But they have time to consider requiring* citizens to build garages?  I have 
a neighbor who ripped up her driveway and planted flowers there because she 
doesn't have a car.  I know that concept is difficult for people, but as 
hard as it is to conceive of it is possible to live in this city and not own 
a car.

This proposal is absurd.
