Perhaps, one would have to have been in Mr. Ortega's stores to 
experience the full effect of what the Mpls. Inspections Dept.'s issues 
with Mr. Ortega were. The Ortega store at 4th and Lake, bought by 
someone connected to Urban Ventures, it would appear, was really nasty. 
It smelled bad the one time I was in there--sour milk, meat past its 
sell-by date. Other shoppers reported (1) seeing mice in the food and 
observing mouse droppings; (2) being treated really shabbily while 
trying to buy from Mr. Ortega--this from a Spanish speaker; (3) seeing 
meat handled in such a way as to make buying it a dubious idea for one's 
health. I know one resident who went each week to a different Las 
Americas (Ortega's name for his grocery stores) to observe conditions 
and then call Inspections and report it
I didn't like the way I saw Mr. Ortega treat his employees and I know, 
from talking to them about said behavior, that the INS had the federal 
eye on Ortega from 1996, at least. What many of us who live around here 
have observed is that Mr. Ortega was not a stand up-type guy, but a 
slum-maker/keeper. We who live here are all very tired of being the 
southside slum for Minneapolis.

slum conditions on the neighborhood.

Being anti cruddy businesses is being pro-labor and pro-business.
