Wasn't it "float like a butterfly, sting like a bee" when Mohammud Ali
engaged in metaphors from the insect world? I used to do what I could
for my carriage horses when the flies were pestering them - the great
beasts would be distracted and miserable because these tiny creatures
were relentless. Real horse flies have a very nasty bite but even
ordinary houseflies can be trouble, especially in crowded downtown
traffic.

The merely advisory opinions and modest local projects that the NRP
neighborhoods bring into being are indeed diminutive compared to the
major league movers and shakers in Minneapolis, but I like the metaphor
of the ox, as in "dumb as an ...." 

A precisely placed insect bite sometimes trumps all sorts of planned
supervision particularly when the civic beast of burden seems incapable
of critical thought.
