I've learned over the years that salaries and qualifications have nothing to do with each other. This is universally true in public and private employment.
I think we should stop importing pompous politicos. Is Minneapolis devoid of local talent? Is everyone who works for our library system incompetent? Why don't we promote someone who has paid his or her dues by working year after year within the system? As an employer I can tell you that the greatest superstars I encountered didn't start out with fancy resumes. They had a burning desire to improve things, create value, and took personal pride in their accomplishments. Such people are not motivated by money, although lots of money comes their way AFTER their abilities become evident. I've personally never seen a bad resume, though I've made plenty of hiring mistakes by taking them seriously.
