This is something I struggle to understand.  How is it that a group of
people with the same management, union, training and professional
culture can deal ethically and effectively with a heinous criminal but
not be able to deal reasonably with people like Charon Dow and Efrain
Depaz, who seem to be--or to have been--unusually nice people?
