I need to ask how this could possibly happen during such a high-traffic time
in such a heavily populated area. Rush hour in downtown (revitalized?)
Minneapolis??? How is it possible that not one civilian with a cell phone or
a policeman saw this taking place? The man had been released just last
month. Who knows if he actually waited a full half month before attacking
again - this girl was just 'lucky' enough to have gotten away and had the
wherewithal to walk to a phone. How can we keep this from happening again?

A Minneapolis man has been charged with raping a woman who was
waiting at a bus stop in downtown Minneapolis.
Michael D. Stigler, 44, tried to engage a 21-year-old woman in
conversation at 8th St. and Hennepin Av. S. about 5:30 p.m. Friday,
according to court documents filed Tuesday. She tried to walk away,
but he forced her to a fenced area of a nearby parking lot, the
charges said.
He is accused of repeatedly raping the woman and telling her that he
would hurt or kill her if she didn't cooperate. She was able to go
to the Greyhound bus station, 950 Hawthorne Av., and call 911.
Officers saw Stigler in the area and arrested him.
He was charged with third-degree criminal sexual conduct and
kidnapping. He was being held at the Hennepin County jail in lieu of
$75,000 bail.
In the past two years, he has pleaded guilty twice to misdemeanor
fifth-degree assault. He served three weeks in the workhouse for the
last assault and was released in October.
