CODEFOR for Dummies

Many a Minneapolitan has asked the question, "Just what is CODEFOR?"
The mis- and under-informed will answer with statements such as, "It's
computers, they use computer statistics to reduce crime", "It's the
MPD's 'free pass' for misconduct", or "If crime goes up, the top brass
lose their jobs."

These answers are, in order, "Partly right," "Dead wrong," and "Well,
perhaps in theory."

 The shortest answer I could give is to say, "Look it up" -- on the web,

The best way to find out what CODEFOR is all about is to sit in on an
actual CODEFOR strategy meeting, which is held weekly by the MPD.  Once
a month a precinct hosts a public CODEFOR meeting in one of its sectors.

November 21, Thursday, from Noon to 2pm, the 1st Precinct will host its
Public CODEFOR meeting at St. Thomas University, 1000 LaSalle Av., in
Room 201.  It is on the 2nd floor near the STU Public Safety offices.
>From Noon to 1pm, the focus will be on crime trends and responses in and
by the 1st Precinct. A short break will be followed by reports from
Precincts 2 through 5.  Refreshements provided, brown bag lunches
allowed, nay, encouraged.

Sidebar: For those who consider CODEFOR to be the "free pass for
misconduct," consider that Los Angeles just hired William Bratton, the
NYPD Commissioner who implemented COMPSTAT (which the MPD adopted and
called CODEFOR) from 1994-1996.  If LA's Mayor had even a hint that the
strategy condoned brutality, he would not likely have hired Bratton to
head the LAPD.
