I keep hearing from people who believe that there is
money available in the mitigation funds for the Access
Project to replace lost revenue for businesses that
will be affected during the construction period.  If
history is a guide, public works projects NEVER
compensate adjacent businesses for lost revenue for a
variety of reasons.  They didn't do it downtown along
5th St for the rail construction, they didn't do it on
east Lake & Hiawatha, they just don't do it (unfair as
that may seem).

Without getting into a discussion of fairness, I just
want the question answered:  Is mitigation money
planned (on or off the books) for the area businesses
during the couple of years of construction for the
Access Project?
