Mel's reply
Rent Stamps and food stamps should be interchangeable this would give
renters
choice... Renters could then rent less expensive apartments and purchase
more groceries with the difference.
This would be a godsend for those who need or want a healthy diet.
Renters, landlords and taxpayers would have one less needless bureaucracy
to deal
with and support.. .Taxpayers would get tax relief... Landlords could retain
thier rights
to evict... Renters with more choice and less bureaucracy could then rent
almost anywhere.

Pamela Taylor's reply: I have had Section 8, and I have had food stamps in
the past. I did not abuse either, and my landlord's property was well taken
care of by me and my now grown children, nor did I use my food stamps for
anything except their original purpose.
Making food stamps interchangeable with rent stamps would be a disaster. We
have food stamps being abused with some store merchants allowing them to be
used to purchase things not currently allowable by law. We have folks
selling the food stamps for cash money. Now, just think how many more
homeless children we would have if their parents could misuse the rent
stamps, too. I say let the Section 8 certificates be month to month, and
kept separate from the food.
That is the only way you are going to save the taxpayers anything. Going
the other route will cause numerous headaches, more homeless issues, etc.
If the rules governing the upkeep of property by the landlord AND the
Section 8 renter were stricter, landlords could retain their right to evict
even with a year lease. Wherever I rented (and I always had a year lease) I
maintained a strict eye on my landlord and made sure that I was not being
shafted on my rights and expectations as a tenant. There is a way for
things to work out for the betterment of both parties. As for the
bureaucracy, sometimes I think that government makes processes so cumbersome
because it keeps them employed
