Does a police car in the vicinity of a protest
NECESSARILY mean surveillance of the protest? I'd
be more apt to guess that the cops and protesters
came to the same place for the same reason:
crowds. There is a perceived threat of terrorist
attack wherever too many people congregate. And
protesters want to be seen by large numbers of
people.  It brings them to common venues, whether
or not the cops really want to watch protesters.

True enough, but that doesn't really say THIS
world can be expected to be ruled by the honest.

By the way, the Seward community newspaper ran a
story on the SAFE officer informing Seward
residents about "ganglike activity" in Seward. 
They have a collection of youth engaged in
proto-gang behavior, and they're warning it might
turn to violence.  So, despite lack of big-paper
coverge, it seems the police do this sort of
thing.  Of course, only the activists hear
because they trouble themselves to come out when
the police try to do community education.  I
don't know how that would work over in Central.
One would hope than any such efforts over there
would get a lot of response now that innocent
blood was spilled.  And the police could tell the
community what it wants and doesn't want from the
civilians, in terms of gang-control cooperation.
Perhaps Southside Pride could involve itself in
such an effort.  Specifically, community members
shouldn't place their lives at risk.  But making
911 calls alone shouldnt be risky. Testifying in
a trial will be harder due to the fear of being
targeted, but if police figure out where activity
takes place, one would think they could plant
their own witnesses.
