I hope that one of the questions you asked this new inspector was what qualifications he or she had in their past that qualified them to interpret the housing maintenance code, the uniform building code, and the other codes related ot housing including the electrical and plumbing codes.
Many of these housing inspectors were hired after completing a civil service exam only! They were then expected to learn by the seat of their pants out in the field. Back in the 1980s when I was rehabbing a number of mansions in the Whittier neighborhood, the local housing inspector was always calling me about how to interpret the code. She had no clue! One of Minneapolis's most notorious attacking housing inspector sent me a notice on a totally remodelled duplex I have in North Minneapolis. She has the highest ranking with the City - housing inspector, level 2. She stated that I had 2 hazardous hot water heaters because they were not vented. Well guess what, they are not vented because they are electric - DUH! Believe me, this type of improper inspection happens all the time and the poor property owner that does not have a contracting background as myself will pay an exhorbitant price for uneeded repairs.
