The author of the referenced Spokesman-Recorder editorial wants an
investigation of where the money (tax funds) went.  Exactly what is being
referenced here?  The editorial is not clear on what is being charged, or
what is to be audited.  The writer goes on, "It seems that others are taking
advantage of the civil rights laws that we helped to put in place while we
continue to fall further and further behind."  What?
