WM: I can't be certain, but I think the reference is to the $6.X million in NRP dollars conferred on Central Neighborhood in the first round of NRP. Pauline sits on the board of CNIA. There has been an audit process and that process has been held up due to the fact that the bookkeeper hared off with the books and refuses to return them (as I understand it). NRP's Bob Miller, therefore, has shut down CNIA's ability to access whatever monies Central still has and will allow the board only to make some decisions about moneys housed with Southside Neighborhood Housing Services.
The civil rights reference has me completely baffled.
