" You can get the budget documents on line to get a full breakdown of "other" but looking quickly it looks like things like Civil Rights, the Assessor, the Council, the Mayor, the Attorney's Office, the Clerk's Office, the CRA, etc. Transfers to other Funds is when money is moved
from one fund ( a fund is like a checking account for a particular department or
service) to another. A lot of that money it transferred around to pay for
internal services, i.e. police "pays" the fleet services for squad cars and
transfers money to them to do so from the police "account". Or the snow
plowing budget pays the Equipment Division for snowplows. There are a
bunch of services that function like this - the computer department, the fleet
management department, the copy shop, etc. Funds are also transferred
around to pay for things like liability insurance, which is carried in a central
budget. Also there are transfers of money for other reasons, like
entertainment tax is collected into the sales tax fund, but then transferred to
the General Fund (the place where the general property tax-supported activities
are). Another example is that the "profits" from the Parking Fund are
transferred to the General Fund. Again, you can dig these out of the
budget book.
