I contacted the police department to inquire how
Minneapolis handles vehicular homicides. I ended
up with a responsible official from the Traffic
division.  He told me a couple of things: First,
ALL vehicular homicides, including the one in
south Minneapolis, are investigated.  Second, the
majority of them do not end up with any criminal
charge that can be established to the standards
of the courts.  So, that's why you'll not usually
see that the driver is being charged.  It isn't
that they are all responsible people or anything.
It's just that you cannot bring every case to
court where there was wrong-doing.  Much as we'd
like to nail the negligent, someone has to prove
it, and it isn't a simple matter to prove it.

If I hear more, I'll report it, but this fits
very well with what I thought was the case.  So,
don't think our police are indifferent or
classist. They just have to work under a
stringent standard of justice.
