I agree that the MPD has (at least!) a perception problem
in general on that topic.  But in the specific area
of enforcing the laws meant to curb highly dangerous
offenses in traffic, their perception problem is completely
the opposite.

Lt Reinhard, please, don't worry about being seen as the
"heavy hand of government" if you start targeting those
red light runners, no-right-turn-on-red violators, and
other miscreants who are on a rampage with deadly machines
on the streets of Minneapolis.
