NRP excludes people of color, renters

Will the City of Minneapolis continue to 
legitimize a 12-year-old process that 
excludes minorities and tenants of color 
from the Neighborhood Revitalization 
Program (NRP)? 
The Minneapolis Community Development 
Agency (MCDA) provides funding and programs 
for decent affordable housing, business 
growth to provide jobs to Minneapolis 
citizens, neighborhood stabilization and revitalization, removal of blighted 
properties,
 and a livable downtown and riverfront. 
In addition, the MCDA funds the city�s 
Neighborhood Revitalization Program (NRP), 
using tax increment financing (TIF), and 
provides citizen participation funding 
to neighborhood groups. 
Although the NRP program was designed to 
give neighborhoods the opportunity to expand 
their own agendas and develop more proactive 
methods of addressing their agenda items, 
evidence has proven that few to none of 
the participants in the NRP program have 
come from the ranks of minorities and renters.
