Different points along the stretch of E. Franklin Av. from 5th Av. S. to Bloomington Av. S. have been plagued with blatant drug dealing and prostitution for years. The Avenue is also the heart of the Ventura Village area of the Phillips neighborhood -- a section that a number of vocal residents and hard-working folks call home. The city's first homicide of the year and a near fatal stabbing last week have fueled concerns of those residents that crime is on the upswing.
