NRP director Robert Miller said last week that if his program is cut he'd
probably propose cuts in money earmarked in NRP's second phase for top
citywide spending priorities, including $16 million for affordable housing,
$4 million for commercial street redevelopment and $2 million for the city's
youth board.

spending with MCDA, then that agency should share with NRP some of the $22.3
