The Strib. article regarding MN/DOT's contracting with SEH did not pertain to the Access Project but you can get more information from Tom O'Keefe about this issue. I can provide you with his phone number and e-mail address. While talking with Jim, you may want to also inquire as to how SEH was contracted for the Access Project. Again, I can provide assistance in reaching Jim. I'll probably try to reach you in the coming weeks to arrange another meeting with you and your Healy Block neighbors for purposes of discussing Mitigation/Enhancement measures.
