That's an interesting question. The bill that was introduced by
Rep. Arlon Lindner, HF 341, doesn't attempt to preempt existing
city ordinances; it merely attempts to go back to the dark ages in
terms of state law. So Dyna is correct, Minneapolis and St. Paul
would once again be ahead of the state (although I am confident
that the State Senate in its current makeup wouldn't pass this).
However, I do remember that around 1985, there was talk about
passing some very strict gun control laws in Minneapolis, and so
the NRA lobbied successfully to get a state law passed that
preempted the cities from regulating guns any more strictly than
what is in state law. It was an extremely controversial bill and
I think it took two years to pass it. The city legislators voted
against it, but were outvoted by a coalition of Republicans and
some of the more conservative DFLers.
