Much harm (not to mention lawsuits against the City) has been inflicted by
lower level staff people, especially at the MCDA.
Everyone should behave ethically, not just the people whose names we
recognize.
What a shame that we have to spend ten months to put it in writing.
SAB: Almost every provision of the Ethics Code applies to all local officials and all Minneapolis City employees. Some provisions, like the Ethical Practices Board, relate only to elected officials and "top" political appointees because allegations of unethical behavior for other employees are sent either to the eithics officer or the employee's supervisor.
