Well, Ms. McDonald, I must respectfully disagree (see Mr. Brauer, don't we play nice?)

I think the ethics guidelines could come in handy in many cases where we are not 
talking about illegal or obviously dishonest behavior, but simply situations that fall 
into a gray area.  (and if there were not many "gray area" decisions that have to be 
made then why do so I eagerly read Jeremy Iggers "Everday Ethics"  column in the 
Strib?  I think we crave this sort of guidance) 

You could think of it as nipping the potentially dishonest or illegal behavior in the 
bud.. before it is full blown.  Giving people guidance in tough situations.  Reminding 
folks not to even give the appearance of conflict of interest, much less put 
themselves into situations that are clearly wrong.

And, if you do run across someone who has erred, then they can never say "I just 
didn't know", or " I disagree that this is wrong" or "well, I never really inhaled".  
The guidelines, I hope, would make reflection on proper behavior more above the radar, 
and the correct course of action much more clear.

And it would say "we have standards", and "we believe this is important".   I think 
the city needs to plant a stake that says "this is what we stand for".
