I don't know the history behind this issue (i.e. who
has been working on it), but a big THANK YOU to all
involved and Mayor Rybak for moving it forward; it is
long overdue!

Mayor Rybak encourages all interested citizens to
attend a public hearing on Minneapolis' Code of Ethics
in the Ways & Means Committee on Monday, February 24
at 2:30 p.m. (time certain).

Click on "Proposed Changes at a Glance" at

see the Ethics Task Force proposal. The Task Force
recommended a new Code of Ethics including new or
revised policies on conflicts of interest, financial
disclosure, nepotism and ethics enforcement
mechanisms. These recommendations include:

1.  Require elected officials and top political
appointees to abstain from participating in decisions
on matters where they have a conflict of interest.

2.  Expand financial disclosure for elected officials,
top political appointees and their spouses.

3.  Establish a nepotism policy to prevent people from
being able to supervise their close relatives.

4.  Establish an independent Ethical Practices Board
to resolve complaints against high-ranking officials.

The proposed new Code of Ethics will bring
Minneapolis's code in line with the best practices of
other cities that have done a comprehensive review of
their ethics codes.

In September, Council Member Paul Zerby describing the
recommended code as a "quantum leap forward" over the
existing code.
