Whatever the motives or politics behind this bill, Minneapolis cannot afford it.  Waiting for the next scheduled elections for the new districts to go into effect will not make as much difference to the people of Mpls as cutting 100 police officers or cutting back on library services.  It's not like the districts were in perfect balance on 12/31/99 and then became unbalance a day later.  In 2010 the same lag time will take place and democracy won't fall then anymore than it did in 1990.  Ms Kahn,  you have been in politics long enough to know that if the vast majority of people supporting your bill belong to the Republican party,  something is wrong with your bill.    PLEASE, stop this train wreck while you can.  No good will come from this.
