Correction to Jenny Heiser and Scott Benson. The elections bill applies
to Mpls, St. Paul and Duluth with St. Paul and Duluth already having
city elections this year. The one city exempted was Hastings, which has
a complicated system of staggered  ward  and at large terms. The League
of Cities did an exhaustive search last year and found out most cities
(with wards) were having elctions in new  districts in 2002 0r 2003.
Some are unaffected because they elect all members at large or have less
than the 5% variance the bill allows. Bloomington has a perfect
ordinance with a 2,4,4 system similar to the Senate. They passed theirs
after the last census, when someone threatened to sue. (By a unanimous
vote for a charter amendment.) It would have been great if Mpls had done
likewise.
