Vicky replies: There is one more choice that Mr. Cross didn't mention: Property owners can be responsible for cleaning up their own messes. Neighbors might even ante up and get a dumpster - they're not that expensive. I do agree with Steve Cross on one point however. Thank you Governor Pawlenty.
