I would like to question the assumption that graffiti is "associated with
marginalized populations (e.g., inner-city youth of color)? "

A couple of years ago, the StarTribune did an extensive report on urban
graffiti and found that the vast majority was done by young, white, affluent
males.  Their justification was "freedom of speech" and "artistic
expression".  I know that this has certainly been true in my neighborhood.
I haven't seen an actual "gang tag" on my block in more than twelve years.

I would also like to add that most new graffiti, that I have personally
observed in the last few weeks, is all about "No war with Iraq"!  I have
seen that tag on buildings, signs, mailboxes, etc.

I personally believe that ALL graffiti is vandalism and should be stopped.
And I find it pretty sad that parental responsibility needs to be
legislated.
