But as for children in the city who do tag, we would serve their victims
better, as well as everyone else concerned, if our efforts were directed
towards rehabilitation and education instead of punishment.
I understood that a major part of "rehabilitation" involved taking responsibility for your actions. I would presume that includes financial responsibility for the costs of cleaning up after you.
And isn't that what Sen. Berglin's bill covers?
