Sorry, no it isn't. The shall-issue law is a statewide issue, and unless you
can identify a Minneapolis-specific effect (such as a needed council action
or something that happens predominantly here) the subject should be taken to
our statewide list. See http://www.e-democracy.org for our other lists.

Opposition to the legislation is broader than Minneapolis, by the way.
