Making the right to free speech onerous and expensive is also an infringement 
of the first amendment (or what's left of it). Maybe someone should 
investigate the possibility of a law suit against the City for making permits 
so difficult to obtain. As long as the cops don't attack demonstrations 
because they're illegal I suppose it's not an issue. But how long can we 
count on that happening?
