I'm inclined to like the idea of a merit pay system. My mother was one of the most conscientious teachers I ever knew. She dragged the load for less-motivated teachers and it wore her out. But she was extremely idealistic and continued giving.
Of course, there can be abuses with merit pay. And I hope we don't assume that anything we put in place with the label "merit pay" is not ASSUMED to be what it claims to be. I hope that there will be a problem tracking system that will allow these abuses to be weeded out. But the idea of paying for conscientious effort is beyond criticism, if it is ever fairly applied.
