Thank you for sharing your story, Bill.  Both you and your former tenant
have my sympathy.

If any of you landlords on this list are ever faced with a similar
dilemma, please advise your tenant to call
2-1-1.  It's the main line to emergency social services that was first
implemented a year ago.  In my line of work I've advised several people
to use this number, telling them to call me back if they don't get any
help.  So far, I've gotten no return calls.

For the past several years it's been extremely difficult for people to
get on disability.  It seems that most  people, no matter how bad off
they are, get turned down at least two times.  I suppose refusing people
for disability assistance two or three times serves as a smoke screen. 
Anyhow, it's a pretty mean system.  As a taxpayer, I'd much rather err on
the side of compassion and caution, even if it means supporting a few
people who don't need the assistance.  It's certainly better than turning
away those who really need the help.  As we've learned from your
situation, Bill, more than one person loses when society turns it's back
on someone who needs its help.
