    The point I wanted to make when bringing this up in the first place was 
not to fight about specific locations or zoning or square footage, I said then 
that I thought the Target site was probably too large, it was about a success 
story that happened when LOCAL risk takers used this model for development. 
Obviously a North Side incubator would harbor shops and services germane to 
their perceived clients. More than likely wouldn't have "Mercado" in the title.
    I'm not a North Sider, I don't have a clue what might blossom from such 
an enterprise center. That's the beauty.
