A kickback is defined as any money, fee,
commission, gift, gratuity, item of value,
or compensation of any kind that is
provided directly or indirectly for the
purpose of improperly obtaining or
rewarding favorable treatment.
Usually its a way of skirting a legitimate
process (like the public letting of bids).
In other words, its illegitimate money paid
to someone for doing what you want them to
do. And its against the law. The Anti Kickback
Act of 1986 is a federal law that
prohibits providing, attempting to provide,
or offering to provide a kickback or
favorable treatment; and soliciting, accepting,
or attempting to accept any kickback,
gratuity, or bribe.
Under no circumstances should our tax dollars
be used to give kickbacks in influencing
or rewarding individuals for services
for government. The law also imposes severe
civil and criminal penalties for
individuals involved in any such activities
and any other individuals involved in
allowing any such activity to take
place.

TEMPORARY REMINDER:
1. Don't feed the troll! Ignore obvious flame-bait.
2. If you don't like what's being discussed here, don't complain - change the subject
(Mpls-specific, of course.)
