Yes, child prostitution is wrong and should be punished.  Judith Levine, in
her book "Harmful to Minors, points out, however, that there are consensual
acts between minors and people over the age of 18 that are genuinely
consensual and that the only harm that comes from them comes from the
intervention of the state.  But, when a minor is engaged in prostitution, I
agree with Wizard, this exceeds the bounds of consensuality.

However, the consensual acts between two adults should not be within the
State's purview or jurisdiction.  This is a private matter between adults.

The public has an interest in this act only if the act is advertised or
performed publicly.  At that point the legal jurisdiction can decide that it
is a business and must conform to certain zoning restrictions.  When I was
on the City Council in 1974, I authored and got passed an amendment to the
zoning law that restricted saunas to B3S-1 locations.  Before that, saunas
were popping up in neighborhood storefronts.  I argued they were not
neighborhood businesses, but rather their clientele was community-wide and
because of this and the additional stress of parking, they should only
locate in B3S-1 zoning.  That kept them on Lake Street and downtown.  It
would be completely within the purview of the City Council to further
restrict the zoning of these businesses.  But, I believe, the City has no
constitutional right to make these acts illegal.
